WHAT'S HAPPENING?
It is time for a general "refresh" of several of Tarpon Springs' downtown planning efforts! The City is kicking off updates to various downtown redevelopment plans and the zoning code. We are looking to create a single, consolidated document and vision that will help guide downtown's future. The City has teamed up with Inspire Placemaking Collective, Inc. (Inspire) to assist with this project. 'The Place to Be' will include:
Identifying Downtown Infrastructure, Infill Development, and Beautification Projects
Developing a Strategic Project Implementation Strategy
Updating the Special Area Plan (SAP)
Updating the SmartCode
Laying the groundwork for a 10-yr extension to the Downtown Community Redevelopment Area (CRA)
Incorporating relevant findings from the Sponge Docks and Greektown Placemaking Plan
PROJECT BOUNDARY
The project boundary includes the Downtown CRA, as well as, the Sponge Docks and Greektown neighborhood. The Sponge Docks and Greektown are included based on the recently completed Placemaking Plan, which recommended potential new and/or updated form-based regulations for these areas.

The Place to Be: by form, function, & design has finished this stage
Phase 1 includes data collection and analysis of existing conditions and trends within the study area. This phase includes the development of a market analysis, gap analysis of current CRA Master Plan projects, and an assessment of potential catalyst sites and projects.
Phase 2
The Place to Be: by form, function, & design has finished this stage
Phase 2 is focused on gathering input from the community to guide the development of the Plan. This phase of outreach includes:
Stakeholder Meetings
Community-Wide Engagement
Business Community Engagement
Online Engagement
Phase 3
The Place to Be: by form, function, & design is currently at this stage
Phase 3 involves developing an initial draft of The Place to Be based on input gathered during the community engagement activities and data collection and analysis phase.
Phase 4
this is an upcoming stage for The Place to Be: by form, function, & design
Phase 4 will include a presentation of the draft plan to the community and Board of Commissioners.
Phase 5
this is an upcoming stage for The Place to Be: by form, function, & design
Phase 5 involves the evaluation and incorporation of comments complied from the draft presentation into a final draft of The Place to Be.
Phase 6
this is an upcoming stage for The Place to Be: by form, function, & design
The final phase will result in the adoption and implementation of The Place to Be.
