Background
The City of Tarpon Springsinitiated an update to its Parks and Recreation Master Plan to guide the development and maintenance of parks, recreation facilities and programs to meet the long-term needs of the community today and in the future. This plan inventories the existing park and recreation system, assesses present and future challenges, and serves as a blueprint for continuing to provide excellent parks and recreation services. This Master Plan will provide the City of Tarpon Springs with clear direction for responsible decision-making regarding improvements, maintenance, and development of existing and future parks and recreation amenities and programs to best serve residents.
Why Plan For Parks?
Parks and recreation facilities are an integral part of a community providing opportunities for fitness, social interaction, and leisure. Parks and other community facilities are crucial pieces of city infrastructure and as a result increase the quality of life for current and future residents.
Plan Timeline
It is anticipated that the Master Plan will take up to 12 months to complete. This will include data collection, assessment of existing facilities, public engagement, meetings with stakeholders/elected officials and the official adoption of the master plan.
Project Outline
Phase 1: Project Initiation and Data Collection
This initial phase will see Halff and City Staff working together to collect the relevant data regarding the city’s data and information so that public engagement can begin with residents, elected officials, and community focus groups.
Phase 2: Needs Assessment and Analysis
Utilizing information collected and feedback received from residents, Halff will assess current conditions, identify gaps, and highlight where the opportunities for the park and recreation system lie.
Phase 3: Vision, Goals, and Strategic Framework
Phase 3 will synthesize all the data and public feedback received up to this point to formulate a framework of community vision and goals. Additionally, the preliminary work program that highlights recommended investments, policies, and strategic initiatives will be developed.
Phase 4: Master Plan Development
The framework that was formed in phase 3 will then be refined into a document that is clear and actionable. This draft document will include review from the city to develop the plan further prior to a community open house for community feedback.
Phase 5: Plan Adoption
In this final phase the draft master plan will be shared for public review through an in-person open house and ConnectTarpon Springs. Halff will then make the necessary adjustments and prepare a presentation for the Board of Commissioners to support final adoption and implementation.
