BACKGROUND
The City of Tarpon Springs and its Community Redevelopment (CRA) Board have sought to attract redevelopment to a vacant lot at 144 E. Tarpon Ave., known locally as the "Forbes" property, for many years. As interest continued in development of the lot, the City in February 2025 hosted an Industry Day to discuss the property with developers and interested parties.
In April 2025, the CRA approved issuing an Invitation to Negotiate seeking a creative, qualified firm to acquire the CRA-owned property and develop the site with mixed uses, including retail/restaurant/residential/office. The City/CRA received three submissions by the June deadline for review, and an evaluation team met in August to review and make recommendations to the CRA Board. The next step is for the CRA Board to consider the proposals, ranking them in order of preference, and approve negotiations with the top ranked submittal.

PROPOSALS
Below are brief descriptions, renderings, and proposed floorplans of each proposal. The full proposals can be downloaded by either clicking on the name of each project.
This proposal is mixed-use development consisting of a boutique hotel, retail, meeting space, and outdoor courtyard. It includes 12 hotel rooms, 4,600 sqft. or retail and market space, and a flexible courtyard with a pedestrian connection from Tarpon Avenue to Court Street. The two-story layout has an option for a third floor with an added 12 lodging units.
This proposal is a mixed-use, open-air retail, dining and entertainment destination. It features 17 micro-retail shops based on repurposed shipping containers, with 3-6 units capable of micro-dining, a biergarten, public bathrooms, and open courtyard. The two-story layout includes connections from Tarpon Avenue to Court Street and second floor rooftop seating.
This proposal is a mixed-use project consisting of 16-25 artistic retail, craft, food service, and open, covered public event space with a 54-foot visitor tower attraction called "Kalosorizo," the Greek word for "welcome." The two-story layout includes connections from Tarpon Avenue to Court Street.
