Comprehensive Plan Update
OCTOBER 12, 2024
The 2045 Comprehensive Plan was adopted by the Board of Commissioners on September 17, 2024 and accepted by the State. The plan is now in effect and available to view/download on the right side of the page under "Adopted Comprehensive Plan (September 17, 2024)".

SEPTEMBER 18, 2024
On September 17, 2024 the Board of Commissioners adopted the 2045 Comprehensive Plan! The final approved plan has been submitted to the state for final review. The Plan in its entirety is available to view/download on the right side of the page under "Adopted Comprehensive Plan (September 17, 2024)".

SEPTEMBER 12, 2024
The draft Comprehensive Plan was transmitted and reviewed by other state agencies following the first reading of the Board of Commissioners on July 16, 2024. An overview of those reviews and recommended modifications to the draft plan is provided below:
- Florida Department of Economic Opportunity (FDEO) has requested the planning horizon extend to 2045 and to include the City's 5-year schedule of capital improvements. Staff has updated the plan's title and data and analysis out to 2045. The extended planning horizon did not result in any necessary policy changes. Staff included the capital improvements schedule as a supplemental document of the Capital Improvements Element.
- Southwest Florida Water Management District (SWFWMD) requested the city to transmit the 10-Year Water Supply Facility Work Plan. The plan was transmitted to SWFWMD and no changes were necessary to the draft Comprehensive Plan.
- Florida Department of Transportation (FDOT) provided a response letter and did not request any changes.
- Staff identified a few scriveners errors (spelling errors, grammatical errors, etc.) and has corrected those on the final draft.
All changes to the draft plan are shown in GREEN strike-through/underline. Any RED strike-through/underline represent the previous recommended changes that were presented to and approved by the Board of Commissioners during the 1st public hearing.

The final draft plan is scheduled for the second and final public hearing on Tuesday, September 17, 2024 at 7:30 PM in the City Hall Auditorium (324 E. Pine Street).

We are excited to announce that the Board of Commissioners approved the draft 2040 Comprehensive Plan at the first public hearing on July 16, 2024! The Plan will now be sent to the other reviewing agencies before going back to the Commission for the final public hearing. The date of the second public hearing will be announced as soon as the outside agencies have completed their review.

PROPOSED FUTURE LAND USE MAP (FLUM) CHANGES - JUNE 3, 2024
As a part of the Comprehensive Plan Update, there are changes proposed to the Future Land Use Map (FLUM). The FLUM designates a future land use category for all properties within the City. The land use category specifies an overall intent for an area, general land uses that are allowed, and permitted densities (how many residential units are allowed) and intensities (how large a building/development can be). The proposed changes have not increased any densities or intensities.
You may have received a postcard! All affected property owners and owners within 500 feet of an affected property were notified by mail. To see what properties have proposed changes, please click here to view the interactive map!
Generally, changes made to the future land use categories include:
- Category names were adjusted for more consistency with the Countywide Plan.
- 'Secondary Uses' were removed and replaced with 'Uses Permitted with Acreage Thresholds' to provide more clarity and to be more consistent with the Countywide Plan.
- Purpose statements for all categories were added or updated.
- Use allowances were adjusted and the naming was updated (i.e. Institutional use was changed to Public/Semi-Public Use)
- References to the Place Based Area Map were added for each category.
- The categories and rules were formatted into a table for ease of use.

The City first began a major update of the Comprehensive Plan in 2021, in conjunction with the development of the City's Strategic Plan. Multiple engagement sessions with the community, online surveys, and appointed Boards and Committees provided valuable input through the course of the overall update. Beginning in June of 2023, the Planning and Zoning Board conducted a series of 10 workshops, which consisted of a line-by-line review of each element of the Comprehensive Plan. At this time, a draft of the full update of the Plan is ready for the final community engagement and adoption process.

BACKGROUND
The City is working with the Tarpon Springs community to update our Comprehensive Plan. This plan provides a long-range planning and policy direction for the next 20 years for Tarpon Springs. It will guide land use, development, economic development, land preservation, parks and recreation, transportation, public facilities, coastal management, housing, and historic preservation, through a sustainability lens.
The last major update to the plan occurred between 2007 and 2009, with some minor changes since then. The current update will be re-organized around the City's Strategic Plan focus areas and shift to a more user-friendly format.
