Project Description:

Morgan Development Group, LLC, the Applicant, is proposing the Anclote Harbor project. Anclote Harbor is a multifamily residential development composed of 404 residential units clustered in five buildings, with at-grade and garage parking, and recreational amenities.

The 72.62 acre site is located on the east side of U.S. Highway 19 North, approximately one mile north of Tarpon Avenue and on the south side of the Anclote River. The site is vacant and is comprised of 42.09 acres of uplands and 30.53 acres of wetlands.

  1. #21-99 - Conditional Use
    • The Conditional Use Application is for review for compatibility of a residential use within the Commercial General Plan Category and is a requirement of the City's Future Land Use Element of the Comprehensive Plan.
  2. #21-100 - Rezoning
    • The Rezoning request is to change the current General Business (GB) zoning to the Residential Planned Development District (RPD).
  3. #21-101 - Preliminary Planned Development
    • The Preliminary Planned Development application shows the proposed layout of the project site and includes supplementary documents related to the project.
  4. #21-103 - Land Use Amendment
    • The Land Use Amendment is a request to change the Future Land Use Map of the Comprehensive Plan for a 6.459 acre upland preserve area from the Residential/Office General Plan Category to the Recreation/Open Space Plan Category. The upland preserve area is shown on the Preliminary and Final Development Plans. This area is proposed to be used for recreation and open space for the residents of the community. The improvements proposed for the upland preserve area will be limited to walking trails, benches, exercise equipment and emergency call boxes.
  5. #21-102 - Final Planned Development
    • The Final Planned Development provides more detailed construction documents that show consistency with the Preliminary Planned Development. The Final Planned Development will tentatively be reviewed concurrently with the Preliminary Planned Development.
  6. #22-02 - Land Use Amendment
    • This Land Use Amendment is to fulfill condition #7 of Resolution 2021-60, which reads as follows:
      • "An application for Future Land Use Map (FLUM) amendment and adjustment shall be provided prior to or at the time of submittal of the site work/building permits along with digital map coverage of all final Recreation/Open Space (R/OS) and Preservation (P) coverage in a format acceptable to the City. The proposed Recreation/Open Space (R/OS) FLUM category designation shall cover the entire acreage of longleaf pine/ xeric oak habitat proposed for preservation (currently estimated at 13.89 acres). The Preservation (P) FLUM designation shall be adjusted to cover the entire acreage of wetlands proposed for preservation (currently estimated at 21.17 acres)."

On January 15, 2021, the applicant received approval from the Board of Commissioners for a preliminary planned development (#20-106), rezoning (#20-107), and conditional use (#20-123) for the Anclote Harbor Project.
